Provides that a law enforcement agency of the State or a unit of local government may not transfer a decommissioned firearm of a law enforcement agency and must destroy or order the destruction of the decommissioned firearm. Permits transfers of decommissioned firearms to another law enforcement agency, law enforcement training agency, or to an officer or employee of a correctional institution for official use.
