Short description: 
SALES TX-EXEMPT RECALL REPAIRS                                             

Synopsis of Bill as introduced:
        Amends the Use Tax Act, the Service  Use  Tax  Act,  the  Service      
   Occupation  Tax Act, and the Retailers' Occupation Tax Act.  Beginning      
   on January 1, 2001, exempts from the taxes imposed by these  Acts  any      
   part,  appliance,  accessory,  or piece of equipment that is used by a      
   new or used motor vehicle dealer to complete a  recall  ordered  by  a      
   motor  vehicle  manufacturer,  a state or the federal government, or a      
   court when that part, appliance, accessory, or piece of  equipment  is      
   provided  without  charge to the person whose motor vehicle is subject      
   to the recall.  Exempts these provisions from the sunset requirements.      
   Amends  the  State  Mandates  Act  to  require  implementation without      
   reimbursement.  Effective immediately.
