Amends the Public Utilities Act. Provides that a utility serving
1,000,000 or more customers shall compensate customers for all damages

has failed to meet reliability standards, the Commission may order
that the utility not collect the fixed service charge on a customer's
periodic bill for the period in which the power interruption occurred
and that the utility refund 10% of the affected customer's bill for
the billing period during which the interruption occurred. Removes
