In provisions repealing all rules regulating the Temporary Assistance for Needy Families (TANF) program and all rules regulating changes made to the Code by the Public Act which implemented the TANF program and prohibiting the Department of Human Services from promulgating rules on these matters on and after that date, changes the date to January 1, 2003 (now June 1, 1999).
