Requires electric utilities that supply electrical power to more than 1,000,000 persons to spend at least $3,000,000 annually on environmental enhancement projects. Provides that the expenditures under this Act are in addition to expenditures under the Renewable Energy, Energy Efficiency, and Coal Resources Development Law of 1997. Effective immediately.
