Provides that if a licensee receives less than $25,000,000 in adjusted gross receipts in a 12-month period, it may petition the Gaming Board for permission to conduct a dockside gambling pilot program. Provides that the Board shall have the discretion to approve or deny the pilot program and to set the terms of any pilot program it approves.
