Short description: 
CRIM CD-SCHOOLS-SEX OFFENDERS                                              

Synopsis of Bill as introduced:
        Amends the  Criminal  Code  of  1961.   Instead  of  the  present      
   requirement  that a child sex offender must have the permission of the      
   principal or administrator of the school or the  school  board  to  be      
   present  in  a  school  or loiter on a public way within 500 feet of a      
   school or must be a parent or guardian of a  student  present  in  the      
   school  building,  grounds,  or  school  conveyance, requires that the      
   child sex offender must be under the direct supervision and control of      
   school officials.                                                           
        SENATE AMENDMENT NO. 2.                                                
        Instead of the requirements that the sex offender must  be  under      
   the  direct supervision and control of school officials in order to be      
   present on school property or in a school  conveyance,  requires  that      
   the  sex  offender have the permission of the school superintendent or      
   the school board  or  in  the  case  of  a  private  school  from  the      
   principal.   Provides  that  a  violation by a child sex offender is a      
   Class 4 felony.  Provides that in the case of a public school, if  the      
   superintendent  or  school board grants permission, the superintendent      
   or school board president must inform  the  principal  of  the  school      
   where  the sex offender will be present.  The sex offender must inform      
   the principal's office when he or she arrives on school  property  and      
   when he or she departs from school property.  Provides that if the sex      
   offender  is  to  be  present  in  the  vicinity  of children, the sex      
   offender has the duty to remain under  the  direct  supervision  of  a      
   school  official.   Retains the exemption from a violation for a child      
   sex offender who is a parent or guardian of a student present  in  the      
   school  building,  on  school  grounds,  or  in the school conveyance.      
   Defines "school official" as the principal, a teacher,  or  any  other      
   certified  employee  of  the  school,  the  school superintendent or a      
   member of the school board.
