In a provision allowing a school district having a population of less than 500,000 inhabitants to levy a tax and sell bonds for disabled accessibility purposes and to comply with the school building code, changes the reference from disabled to handicapped. Also allows the school district to levy a tax and sell bonds to comply with any law or regulation concerning handicapped accessibility, pursuant to the federal Americans with Disabilities Act of 1990.
