Short description: 
CIV PRO-RELIEF-EVERY COUNT                                                 

Synopsis of Bill as introduced:
        Amends the Code of Civil Procedure.  Provides that every count in      
   every complaint and counterclaim shall contain  specific  prayers  for      
   relief.                                                                     
        HOUSE AMENDMENT NO. 1.                                                 
          Deletes reference to:                                                
          735 ILCS 5/2-604                                                     
          Adds reference to:                                                   
          510 ILCS 70/16                  from Ch. 8, par. 716                 
          510 ILCS 70/16.1 new                                                 
          510 ILCS 70/20 new                                                   
        Deletes everything.  Amends the  Humane  Care  for  Animals  Act.      
   Provides  that a second or subsequent offense of aggravated cruelty is      
   a Class 4 felony.  Provides that  a  person  convicted  of  aggravated      
   cruelty must pay the cost of restoring the animal to good health if it      
   was  injured or compensate the owner for the value of the animal if it      
   was killed.  Provides that the owner has a cause of action for an  act      
   of aggravated cruelty against that animal. In addition to proven dam-       
   ages, allows punitive or exemplary damages of not less than $500 and        
   not more than $25,000 for each act of aggravated cruelty. Provides          
   that the statute of limitations for a civil right of action for             
   aggravated cruelty is 2 years. Effective January 1, 2000.                   
        HOUSE AMENDMENT NO. 2.                                                 
        Provides that the prevailing party, rather than  the  owner,  may      
   recover attorney fees and costs.
