Provides that the Act constitutes a continuing and irrevocable appropriation from the general revenue fund to the Illinois Prepaid Tuition Trust Fund for all amounts necessary and the irrevocable and continuing authority for and direction to the Board of Higher Education, the Illinois Student Assistance Commission, the Executive Director of the Commission, the State Treasurer, and the State Comptroller to make the necessary transfers and payments. Provides that this continuing appropriation is secured by the full faith and credit of the State of Illinois. Effective immediately.
