MUNI CD-CAPITAL CITY RR AUTH                                               

Synopsis of Bill as introduced:
        Amends  the  Illinois  Municipal  Code  and   re-enacts   certain      
   provisions   of   that  Code  concerning  the  Capital  City  Railroad      
   Relocation Authority. Provides that the  General  Assembly  finds  and      
   declares  that  House  Bill  2746  of  the 90th General Assembly (P.A.      
   90-755) changed the repeal date of those provisions from June 30, 1998      
   to June 30, 1999; that the bill was not approved by the Governor until      
   August 14, 1998; that it was the General Assembly's intent  to  change      
   the  repeal  date  of  those  provisions  to June 30, 1999; that those      
   provisions shall be deemed to have been  in  continuous  effect  since      
   their  original  effective date and those provisions shall continue to      
   be   in effect until they are otherwise  repealed;  that  all  actions      
   taken in reliance on or pursuant to those provisions by any officer or      
   agency  of  State  government  or  any  other  person  or  entity  are      
   validated.   Applies  to  all  claims,  civil actions, and proceedings      
   pending on or filed on or before the effective date of this amendatory      
   Act.  Effective immediately.                                                
        SENATE AMENDMENT NO. 1.                                                
        Changes the repeal date of the provisions from June 30, 1999 to        
   September 30, 1999.
