TELCO LOCAL CARRIER FED COMPLY                                             

Synopsis of Bill as introduced:
        Amends the Public Utilities Act.  Requires the Illinois  Commerce      
   Commission  to ascertain whether incumbent local exchange carriers are      
   in  compliance  with  the  federal  Telecommunications  Act  of  1996.      
   Provides  for  the  Commission  to  impose  fines  for  noncompliance.      
   Effective immediately.
