Provides that for the purposes of the Act, a railroad that is licensed as a bulk user and registered as a rail carrier under the Illinois Vehicle Code and that delivers special fuel into the fuel supply tank of a locomotive owned, operated, or controlled by another rail carrier is not a distributor or supplier. Effective July 1, 1999.
