Provides that, beginning in fiscal year 2000, there is appropriated, on a continuing annual basis in each fiscal year, from the General Revenue Fund to the Department of Commerce and Community Affairs, $250,000 for grants to the Illinois First Industrial Retention Program for its operations, programs, and expenses and its expansion to additional areas of Illinois.
