CONTROLLED SUBSTANCE-PRESCRPTN                                             

Synopsis of Bill as introduced:
        Amends the Illinois Controlled Substances  Act.   Eliminates  the      
   triplicate   prescription   forms.   Creates  a  controlled  substance      
   prescription monitoring program.   Provides  for  the  creation  of  a      
   central  repository  for  collection  of  information  related  to the      
   dispensing of controlled substances.  Provides for the transmission of      
   information about  dispensed  controlled  substances  to  the  central      
   repository  by  electronic means.  Provides for the confidentiality of      
   information in the central repository. Creates an  advisory  committee      
   to  assist  the  Department  in  implementing the controlled substance      
   prescription monitoring program.                                            
        SENATE AMENDMENT NO. 1.                                                
        Deletes  everything  after  the  enacting  clause.   Amends   the      
   Illinois  Controlled Substances Act.  Reinserts provisions of the bill      
   except restores language that a prescription form for  a  Schedule  II      
   Controlled  Substance  shall  not be filled more than 7 days after the      
   date of issuance. Provides that the determination of  what  are  large      
   quantities  of  a  controlled  substance is determined by the advisory      
   committee.                                                                  
        SENATE AMENDMENT NO. 2.                                                
        Limits the controlled substance prescription  monitoring  program      
   to Schedule II controlled substances.  Eliminates the requirement that      
   the  dispenser  must  transmit to the central repository the number of      
   days of supply of the controlled substance dispensed.   Provides  that      
   the  Department of Professional Regulation may charge a fee for access      
   to license information of a prescriber or dispenser of a  Schedule  II      
   controlled  substance.   Provides that the Advisory Committee consists      
   of prescribers and dispensers.                                              
        HOUSE AMENDMENT NO. 1.                                                 
          Adds reference to:

        Further amends the Illinois Controlled Substances Act.   Provides      
   that  within  7  days  (now,    72  hours)  after issuing an emergency      
   prescription, the prescriber must cause a written  prescription to  be      
   delivered  to the dispensing pharmacist.  Provides that the controlled      
   substance prescription monitoring program is limited  to  Schedule  II      
   controlled      substances.    Makes  controlled  substances  lawfully      
   administered in hospitals, nursing  homes, and hospice settings exempt      
   from the Schedule II controlled  substance    prescription  monitoring      
   program. Adds an April 1, 2000 effective date to the bill.
