House Sponsors: FRANKS. Short description: CON AMEND-ST FINANCIAL OFFICER Synopsis of Bill as introduced: Proposes to amend the Executive Article of the Illinois Constitution. Eliminates the offices of Treasurer and Comptroller. Creates the office of State Financial Officer. Provides that the State Financial Officer shall (i) maintain the State's central fiscal accounts and order payments into and out of the funds held by him or her and (ii) be responsible for the safekeeping and investment of moneys and securities deposited with him or her, and for their disbursement upon his or her order. Effective beginning with the election in 2002 as to the election of a State Financial Officer, and effective upon conclusion of the terms of the Treasurer and Comptroller elected in 1998 as to the creation of the State Financial Officer and elimination of the Treasurer and the Comptroller.
