Short description: 
USE-OCC TAX-REDUCE PROPANE-OIL                                             

Synopsis of Bill as introduced:
        Amends the Use Tax Act, the Service  Use  Tax  Act,  the  Service      
   Occupation  Tax  Act, and the Retailers' Occupation Tax Act.  Provides      
   that, beginning December 1, 2000 and through May  31,  2001,  the  tax      
   with  respect  to  propane and home heating oil is imposed under these      
   Acts at the rate of 1.25% (eliminating  the  State's  portion  of  the      
   tax).   Provides  that  a taxpayer who paid taxes under one or more of      
   these Acts on propane or home heating oil on or after July 1, 2000 and      
   before the effective date of this amendatory Act of the  91st  General      
   Assembly  is  eligible for a refund of 80% of the tax paid under these      
   Acts during that period.  Amends the State Finance Act to provide  for      
   the distribution of the 1.25% tax on propane and home heating oil.          
   Effective December 1, 2000.
