VEH CD-INSPECTIONS-TECH                                                    

Synopsis of Bill as introduced:
        Amends the Illinois Vehicle Code.  Makes a technical change in  a      
   Section   concerning  tests  and  investigations  of  vehicle  testing      
   equipment.  Makes a technical change in a short title Section  of  the      
   Chapter concerning emission inspections.                                    
        HOUSE AMENDMENT NO. 1.                                                 
          Deletes reference to:                                                
          625 ILCS 5/13-102                                                    
          625 ILCS 5/13A-101                                                   
          Adds reference to:                                                   
          625 ILCS 5/13-102.1                                                  
          625 ILCS 5/13-109.1                                                  
          625 ILCS 5/13-114               from Ch. 95 1/2, par. 13-114         
        Deletes everything. Amends the Illinois  Vehicle  Code.  Provides      
   that  beginning  July 1, 2000, the Department of State Police (as well      
   as the Department of Transportation) shall conduct annual  studies  of      
   the results of emission inspections of certain diesel powered vehicles      
   weighing  more  than  16,000  pounds.  Sets  standards  and  reporting      
   procedures  for  the  studies. Provides for annual emission inspection      
   tests anywhere in the State. Provides that beginning October 1,  2000,      
   the  Department  of State Police is authorized to conduct nonscheduled      
   emission inspections, for cause, of any diesel  vehicles  operated  on      
   the  roadways  of  the  State.   Sets  penalties  for  operators whose      
   vehicles fail these inspections.  Provides  that  interstate  vehicles      
   operating  anywhere  in  the  State  are  subject only to nonscheduled      
   inspections. Provides that the Department of State Police shall  adopt      
   rules  for  the  training and certification of the persons who conduct      
   these inspections. Effective July 1, 2000.

          There will be no fiscal impact to DOT.

          This legislation does not create a State mandate under the           
          State Mandates Act.                                                  
          HOME RULE NOTE, H-AM 1

          This legislation does not contain language indicating a pre-         
          emption of home rule powers and functions. Therefore, it does        
          not pre-empt home rule authority.                                    
          FISCAL NOTE, H-AM 1, 2 (Illinois State Police)                       
          This legislation would have a fiscal impact on the Ill. State        
          Police of approximately $180,000 to equip the 42 commercial          
          vehicle enforcement officers employed by the Department who          
          are assigned to the geographical areas delineated in the bill.
