Short description: 
DCCA-TRAINING VOUCHERS                                                     

Synopsis of Bill as introduced:
        Amends the Department of Commerce and Community  Affairs  Law  of      
   the  Civil  Administrative Code of Illinois.  Allows the Department of      
   Commerce and Community Affairs to  make  training  grants  to  certain      
   individual    employers   in   manufacturing,   manufacturing-related,      
   technology, or  technology-related  fields.  Allows  the  Director  to      
   provide  job-linked  educational  and  technical  training vouchers to      
   qualified institutions.  Sets  the   requirements  for  receiving  the      
   vouchers.   Limits  the  amount of vouchers an individual may receive.      
   Allows the  Director  to  make  grants  to  innovative  school-to-work      
   programs.  Repeals provisions concerning the Technology Innovation and      
   Commercialization Grants-in-Aid Council. Makes other  changes.  Amends      
   the  Department  of  Commerce  and  Community Affairs Law of the Civil      
   Administrative Code of Illinois and the State Finance Act. Changes the      
   name of the Federal Job-Training Information Systems Revolving Fund to      
   the Training and  Technology  Systems  Revolving  Fund.    Amends  the      
   Prairie  State  2000  Authority  Act. Abolishes the Prairie State 2000      
   Authority.   Transfers   outstanding   obligations   and    unexpended      
   appropriations  to  the  Department of Commerce and Community Affairs.      
   Effective immediately.
