Short description: 
BUDGET IMPLEMENTATION-FY2001                                               

Synopsis of Bill as introduced:
        Creates the FY2001 Budget Implementation Act.  Provides that  the      
   purpose  of  the Act is to make the changes in State programs that are      
   necessary to implement the Governor's FY2001  budget  recommendations.      
   Effective immediately.                                                      
        SENATE AMENDMENT NO. 1.                                                
          Deletes reference to:

          Adds reference to:                                                   
          105 ILCS 5/1D-1                                                      
          105 ILCS 5/2-3.51.5                                                  
          110 ILCS 947/65.57 new                                               
          30 ILCS 105/6z-45                                                    
        Deletes everything.  Amends the School Code to provide  that  the      
   School  Safety  and  Educational Improvement Block Grant Program shall      
   provide funding  for  school  report  cards  and  criminal  background      
   investigations.   Adds  the  Summer  Bridges  program  to the programs      
   included in the general education block  grant.    Amends  the  Higher      
   Education   Student   Assistance   Act.   Establishes  an  information      
   technology grant program to provide need-based grants  for  retraining      
   in  information  technology  fields,  to  be  named  Arthur  F.  Quern      
   Technology  Grants.    Amends  the  State  Finance Act to increase the      
   annual amount from the School Infrastructure Fund that may be used  to      
   pay  the  expenses  of  the  State  Board of Education and the Capital      
   Development  Board  in  administering  programs   under   the   School      
   Construction Law.  Effective July 1, 2000.
