Short description: 
REQUIRED RULE FILING ACT                                                   

Synopsis of Bill as introduced:
        Creates the Required  Rule  Filing  Act.   Directs  the  Attorney      
   General  to  identify  new  legislation  that requires the adoption of      
   rules for its implementation.  Requires State  agencies  to  file  the      
   required   rules  within  10  business  days.   Authorizes  the  Joint      
   Committee  on  Administrative  Rules  to  require  refiling  within  5      
   business days if the proposed rules are  inadequate.   Penalizes  late      
   filing by loss of 1% of the agency's annual appropriation for each day      
   that the filing is late.  Effective immediately.                            
        HOUSE AMENDMENT NO. 1.                                                 
        Deletes everything but the short title.
