Short description: 
AUDIT-NON-STATE MENTAL SERVICE                                             

Synopsis of Bill as introduced:
        Amends the Illinois State Auditing  Act.   Requires  the  Auditor      
   General  to  conduct  random  compliance and management audits, not to      
   exceed 10 per year, of non-State operated entities providing  services      
   to  the  mentally ill or developmentally disabled whose care is funded      
   in whole or in  part  by  the  Department  of  Human  Services  or  by      
   reimbursement  from Medicaid funds, excluding care provided in general      
   or psychiatric hospitals and excluding care provided by entities whose      
   total State revenue totals less than $3,000,000 annually.  The  audits      
   shall  include,  but  shall  not  be  limited to: a comparison of wage      
   rates; a comparison of benefit costs; a determination of increases  in      
   compensation;  a determination as to related-party transactions; and a      
   determination as to operation in accordance with all  applicable  laws      
   and regulations.  Effective immediately.
