Provides that no lottery ticket vending machine shall be placed in any State building unless it is under the direct supervision of an employee at least 18 years of age. Provides that no new lottery vending machine may be placed in any building unless it is under the direct supervision of the owner or a person at least 18 years of age. Effective immediately.
