ST-BD-ED-ICCB-ADULT EDUCATION                                              

Synopsis of Bill as introduced:
        Amends the School  Code,  the  Adult  Education  Act,  the  Adult      
   Education  Reporting  Act,  and  the Public Community College Act.  On      
   July 1, 2001, transfers all powers and duties of the  State  Board  of      
   Education  and  the State Superintendent of Education under provisions      
   of the School Code concerning classes  for  adults  and  youths  whose      
   schooling  has  been  interrupted, under related grants and contracts,      
   and under the Adult Education Act to the  Illinois  Community  College      
   Board.   On  and  after  July  1,  2001, allows the Illinois Community      
   College Board to enter into  contracts  with  eligible  providers;  to      
   accept  federal  funds  for  adult  education  and  adult literacy; to      
   administer a network of providers, programs, and services  to  provide      
   adult  basic education, adult secondary/general education development,      
   English as a second language, and other instruction; and to  supervise      
   the  administration  of  adult  education and adult literacy programs.      
   Makes other changes. Certain provisions effective July 1, 2000,  other      
   provisions effective July 1, 2001.                                          
        HOUSE AMENDMENT NO. 1.                                                 
        Provides that all funding for services provided under  the  Adult      
   Education  Act  shall  be open for direct funding access to public and      
   private nonprofit agencies.  Requires (instead of  allows)  the  State      
   Board  of Education (or the Illinois Community College Board after the      
   transfer of powers and duties) to enter into agreements with public or      
   private welfare, educational, or other agencies for the  establishment      
   by these agencies of classes for adults and youths whose schooling has      
   been  interrupted.   Lists  entities  that are eligible providers with      
   which the Illinois Community College Board  may  contract.    Provides      
   that  it  is  the Illinois Community College Board's power and duty to      
   establish an advisory council consisting of all categories of eligible      
   providers,  agency  partners,  and  other  stakeholders  to  identify,      
   deliberate, and make recommendations to the Board on  adult  education      
   policy  and priorities.  Requires the Illinois Community College Board      
   to support statewide geographic distribution;  diversity  of  eligible      
   providers;  and the adequacy, stability, and predictability of funding      
   so as not to disrupt or diminish, but rather to enhance, adult              
   education by the change of administration.
