Short description: 
DAY LABOR-TRANSPORT-LIABILITY                                              

Synopsis of Bill as introduced:
        Amends the Day Labor Services Act.  Provides  that  a  day  labor      
   service agency or a third party employer that transports a day laborer      
   to  or  from  a  work  site  is liable for any injury to a day laborer      
   arising from any accident that occurs while the day laborer  is  being      
   transported to or from the work site.                                       
          FISCAL NOTE (Dept. of Labor)                                         
          There will be no fiscal impact on the Department.                    
          STATE MANDATES NOTE (Dept. of Commerce and Community Affairs)        
          HB 4263 creates a personnel mandate under the State Mandates         
          Act for which reimbursement of 100% of the increased cost to         
          units of local government is required.                               
          HOME RULE NOTE (Dept. of Commerce and Community Affairs)             
          HB 4263 does not contain language indicating a pre-emption of        
          the powers and functions of home rule units. Therefore, HB 4263      
          does not pre-empt home rule authority.                               
        HOUSE AMENDMENT NO. 1.                                                 
        Deletes language making a third party employer that transports  a      
   day  laborer  to  and  from a work site liable for injuries to the day      
   laborer while the day laborer is being transported.
