EDUCATN FOR CHILDRN-MENTAL ILL                                             

Synopsis of Bill as introduced:
        Amends  the  Mental   Health   and   Developmental   Disabilities      
   Administrative  Act  and  the School Code.  Requires the Department of      
   Human Services and the State Board of Education to provide services to      
   children and  adolescents  with  mental  illnesses  and  developmental      
   disabilities.  Allows the Department and State Board to adopt rules to      
   specify  the procedures used in providing those services. Requires the      
   Department and  the  State  Board  to  work  with  the  Community  and      
   Residential  Services  Authority in resolving disputes that arise from      
   the provision of services.  Effective immediately.                          
        HOUSE AMENDMENT NO. 1.                                                 
        Further amends the Mental Health and  Developmental  Disabilities      
   Administrative  Act  and  the School Code.  Requires school districts,      
   local  screening  agents,   and   service   providers   to   hold   an      
   individualized education program meeting to determine the need for the      
   residential  placement  of  an  individual  for  educational purposes.      
   Requires the State Board of Education  to  assure  that   school            
   districts  provide  educational  services  to children and adolescents      
   with mental illnesses or developmental disabilities  (now,  the  State      
   Board must provide those services).  Makes other changes.
