Short description: 
COUNTY HIGHWAYS                                                            

Synopsis of Bill as introduced:
        Amends the Property Tax Code.  Provides for the establishment  of      
   special  service areas for certain privately owned or maintained roads      
   in unincorporated areas  in  subdivisions  that  were  platted  before      
   January  1,  1959  in  counties under township organization.  Provides      
   procedures for establishing the special service areas,  for  expending      
   funds  on  the  areas,  for  issuing bonds to raise funds, for letting      
   contracts, purchasing materials, and employing labor to work on  roads      
   in the areas, for increasing tax rates to fund the areas if necessary,      
   and  for  dissolving  the  areas.   Amends  the Illinois Highway Code.      
   Provides that the county engineer may, on proper application, permit a      
   person or agency to temporarily close a county highway  in  accordance      
   with  regulations  adopted  by  the  county  board.   Provides that in      
   counties of fewer than 3,000,000 inhabitants,  the  county  board  may      
   adopt  alternate  and  less  stringent  rules for roads and streets in      
   subdivisions that  were  platted  before  January  1,  1959,  but  not      
   constructed.   Provides  that  these  less  stringent  rules determine      
   whether these streets and roads may be included  in  the  township  or      
   district  road  system.   Provides  that  written  consent of adjacent      
   owners may not be required, as the highway authority shall  determine,      
   to  allow a person or persons, society, or association having a permit      
   to do so to plant flowers, shrubs, or trees in a median  or  in  those      
   portions  of  a highway where direct access from the adjacent property      
   is not provided.  The highway authority with  jurisdiction  may  place      
   signs   giving  notice  of  who  is  doing  the  planting.   Effective      
   immediately.
