Provides that airport surcharges added to rental car fees are allowed if approved by the corporate authorities of the airport. HOUSE AMENDMENT NO. 1. Deletes reference to: 625 ILCS 5/6-305 Adds reference to: 70 ILCS 5/8.04 from Ch. 15 1/2, par. 68.8-04 Deletes everything. Amends the Airport Authorities Act. Provides that an airport authority incorporated in a county with a population under 3,000,000 may impose a consolidated user facility charge on customers of rental car agencies for the purpose of designing or constructing joint-use car rental facilities. Provides that the charge must be collected as part of the rental rate and not as a separate charge. Provides that in the event of conflict, the provision prevails over the car rental provision of the Illinois Vehicle Code. HOUSE AMENDMENT NO. 2. Amends the Airport Authorities Act. Provides that in the event of a conflict between the provisions of the newly amended Airport Authorities Act Section relating to consolidated user facility charges and the car rental provision of the Illinois Vehicle Code (rather than in the event of a conflict between any provision of the newly amended Airport Authorities Act Section and the car rental provision of the Illinois Vehicle Code), the relevant provisions of the Airport Authorities Act Section prevail.
