Short description: 
EMPOWERMENT ZONES-MAXIMIZE                                                 

Synopsis of Bill as introduced:
        Amends the Department of Commerce and Community  Affairs  Law  of      
   the  Civil  Administrative Code of Illinois. Requires the Director, in      
   conjunction with other State agencies,  to  develop,  within  existing      
   resources, a plan to maximize the State's opportunities to participate      
   in the federal empowerment zone and enterprise communities initiative.      
   The  plan  shall  also  include  the  feasibility of providing special      
   consideration or bonus points, or both,  for  applications  for  State      
   grants  or other State financial assistance from communities that have      
   adopted comprehensive community development plans as  defined  by  the      
   federal empowerment zone and enterprise communities program.  The plan      
   shall  be  submitted to the Governor and the General Assembly no later      
   than April 1, 2001.
