Provides that the Board of Higher Education may make matching grants from the State Medical School Matching Endowment Fund to State universities. Provides that the grants may match up to 50% of the total amount of certain gifts received by universities for the purpose of funding an endowed chair of medicine. Amends the State Finance Act to create the State Medical School Matching Endowment Fund. Effective immediately.
