Short description: 
COUNTY GOV-BOARD MEMBERS                                                   

Synopsis of Bill as introduced:
        Amends the Counties Code.  Makes a technical change in a  Section      
   concerning the short title.                                                 
        SENATE AMENDMENT NO. 1.                                                
          Deletes reference to:                                                
          55 ILCS 5/1-1001                                                     
          Adds reference to:                                                   
          55 ILCS 5/2-3002.5                                                   
          55 ILCS 5/2-3006                                                     
          70 ILCS 805/3c                                                       
          70 ILCS 805/12                                                       
        Deletes everything.  Provides that in counties with a  population      
   between  800,000  and 3,000,000 if the chairman of the county board is      
   elected at large, the chairman shall not be counted as a member of the      
   county board for the purpose of limitations on the size of the  board.      
   Provides  that  members  of  the  county board and the chairman of the      
   county board may not serve on the board of commissioners of  a  forest      
   preserve  district.  Makes other changes.  Amends the Downstate Forest      
   Preserve District Act.  Requires commissioners to be  divided  into  2      
   groups  (now, 3 groups) for the purpose of staggering terms.  Provides      
   that the president of the board shall be  elected  by  voters  of  the      
   county  in  which  the  district  is  located  (now,  the president is      
   selected by the commissioners).  Provides that commissioners  and  the      
   president  of  the  board may not serve on the county board.  Provides      
   that the president's compensation shall be an amount equal to  85%  of      
   the  annual  salary  of  the  chairman  of  the county board (now, the      
   commissioners set the president's compensation).  Deletes a  provision      
   requiring  a  majority vote before the board of commissioners may take      
   action.  Provides for filling a vacancy in the office of president  of      
   the board of commissioners.  Effective immediately.
