Short description: 
VEH CD-INTERMODAL TRAILERS                                                 

Synopsis of Bill as introduced:
        Amends the  Illinois  Vehicle  Code  with  regard  to  intermodal      
   trailer,  chassis,  and  container  safety.  Provides  that  the owner      
   (including the lessor or  the  designated  operator  under  a  pooling      
   agreement)  of any vehicle (defined as an intermodal trailer, chassis,      
   or container)  is  responsible  for  its  maintenance,  regardless  of      
   whether  that person has tendered the vehicle for interchange from one      
   party to another for subsequent movement. Provides that the owner  may      
   not  knowingly permit the interchange of any vehicle that violates the      
   requirements of the U.S. Department of  Transportation  Federal  Motor      
   Carrier  Safety  Regulations  and may not put a defective vehicle into      
   commerce until required repairs have been completed. Provides that  if      
   a  vehicle  is put out of service as a result of a roadside inspection      
   that occurs within 2 hours after the transfer of the vehicle from  the      
   owner  to  another  operator,  the  owner  must reimburse the operator      
   within 60 days for any fines, penalties, and repair expenses necessary      
   to restore the vehicle to service, unless the  fines,  penalties,  and      
   repair  expenses  were  caused  by  the  actions  or  omissions of the      
   operator in failing to  discover  the  defect  during  the  inspection      
   required  by  the  Section.  Provides that the Code is not intended to      
   eliminate the operator's duty to inspect the vehicle.   Provides  that      
   the Code, rather than the Section, is not to be applied, construed, or      
   implemented  in  any  manner that conflicts with federal motor carrier      
   safety regulations.  Effective July 1, 2000.
