Short description: 
NOT GUILTY INSANITY-NOTICE                                                 

Synopsis of Bill as introduced:
        Amends the Unified Code of Corrections.  Requires the  Department      
   of  Human Services to establish, maintain, and make public a Statewide      
   Defendants Found Not Guilty By Reason of Insanity Database.   Provides      
   that  before  the  court  orders  that  the defendant be discharged or      
   conditionally released,  it  shall  order  the  facility  director  to      
   establish  a  discharge  plan. Provides that if appropriate, the court      
   shall order that the facility director establish a  program  to  train      
   the  defendant  in self-medication. Provides that before the discharge      
   or conditional release of a defendant who has been found not guilty by      
   reason of insanity, the court shall order the director of the facility      
   where the defendant has been committed to have the defendant  examined      
   to  determine if the discharge or conditional release of the defendant      
   could pose a threat of inflicting serious  physical  harm  to  another      
   person  if  the  defendant fails to take medication. Amends the Mental      
   Health and Developmental Disabilities Confidentiality  Act.    Permits      
   the  disclosure  of  information contained in the Statewide Defendants      
   Found Not Guilty By Reason of Insanity Database in accordance with the      
   provisions of the Unified Code of Corrections.

        HOUSE AMENDMENT NO. 1.                                                 
          Deletes reference to:                                                
          740 ILCS 110/11                                                      
        Deletes everything after the enacting clause.  Amends the Unified      
   Code of Corrections relating to persons found not guilty by reason  of      
   insanity.    Provides that the court may order the Department of Human      
   Services to provide care to a person conditionally released.  Provides      
   for additional 5 year periods of conditional release after a  hearing.      
   Makes  other  changes. Deletes amendatory changes to the Mental Health      
   and Developmental Disabilities Confidentiality Act.
