Provides that no person shall operate a second division vehicle having a gross vehicle weight rating of 8,000 pounds or more that is loaded with dirt, garbage, or similar material unless the material is in a cargo container. Provides that the tailgate on the vehicle must be in good repair to prevent the material from escaping. Provides that a police officer may stop a vehicle if the officer determines that the material may fall or drop from the vehicle.
