SCH CD-TRUANT-KINDERGARTEN                                                 

Synopsis of Bill as introduced:
        Amends the School Code and the Juvenile Court Act of  1987.   For      
   the  2000-2001 school year and each school year thereafter, requires a      
   person having custody or  control  of  a  child  who  is  enrolled  in      
   kindergarten  to  cause  the  child  to  attend school.  Prohibits any      
   person having  custody  or  control  of  a  child  from  circumventing      
   attendance  requirements  by removing the child from enrollment in the      
   school district.  For the 2000-2001 school year and each  school  year      
   thereafter,  changes  which  children  may be defined as a "truant" or      
   "chronic or habitual truant" to a child  enrolled  in  any  of  grades      
   kindergarten  through 12 whose attendance is required under the School      
   Code, except a child who is 16 years of age or  older  (instead  of  a      
   child  subject  to  compulsory  school  attendance).  Includes a child      
   enrolled in kindergarten in the  definition  of  "dropout".   Provides      
   that  a  minor  below  the  compulsory  school  age  and  enrolled  in      
   kindergarten  or  first  grade shall not be adjudged a truant minor in      
   need of supervision.  Effective immediately.                                
          FISCAL NOTE (State Board of Education)                               
          HB 3107 will have no fiscal impact at the State level; it will       
          result in some savings to local districts by mandating atten-        
          dance by enrolled students.
