Provides that no person shall cause or allow the dumping of soil contaminated with acetone, naphthalene, methylene chloride, trichlorol benzene, anthrazene, benzopyrene, or any other possible carcinogens, except in a sanitary landfill approved by the Environmental Protection Agency pursuant to regulation adopted by the Pollution Control Board.
