Short description: 
SCH CD-READ GRANT-12TH GRADE                                               

Synopsis of Bill as introduced:
        Amends the  School  Code.   Provides  that  the  State  Board  of      
   Education  has  the  duty  to  improve the reading and study skills of      
   children from kindergarten through twelfth (instead of through  sixth)      
   grade  in school districts.  Provides that one of the uses for Reading      
   Improvement Block Grant Program funds  shall  be  to  continue  direct      
   reading  instruction  for  grades 4 through 12 (instead of through 6).      
   Makes related changes. Effective immediately.                               
          FISCAL NOTE (State Board of Education)                               
          The cost of the State's reading program under these block            
          grants is essentially a policy issue to be determined in the         
          budget and appropriation process. HB 2985 does not require or        
          define any particular level of spending, nor does it specifi-        
          cally require additional funds. Currently approximately $83.4        
          million is appropriated to K-6 districts ($58 per K-6 student        
          and $135 per K-6 ESEA-Title I student). If the same amount           
          were provided for each K-12 student and K-12 ESEA-Title I            
          student, the appropriation would need to be approximately            
          $151 million, an increase of approximately $70 million.

        HOUSE AMENDMENT NO. 1.                                                 
          Deletes reference to:                                                
          105 ILCS 5/2-3.51                                                    
          Adds reference to:                                                   
          105 ILCS 5/2-3.51a new                                               
        Deletes everything.  Amends the School Code.  Provides  that  the      
   State Board of Education has the power and duty to improve the reading      
   and  study  skills  of  children  from  sixth through twelfth grade in      
   school  districts.   Authorizes  the  State  Board  of  Education   to      
   administer  a  Continued  Reading  Improvement  Block  Grant  Program.      
   Provides  for how funds for the program shall be distributed to school      
   districts and how funds shall be used by school  districts.   Requires      
   the  State  Superintendent  of  Education  to  annually  report to the      
   leadership of the General Assembly on the results of the  program  and      
   the  progress being made on improving the reading skills of student in      
   grades 6 through 12. Makes other changes.  Effective July 1, 2001.          
        HOUSE AMENDMENT NO. 2.

          105 ILCS 5/2-3.51                                                    
          Adds reference to:                                                   
          105 ILCS 5/2-3.51a new

          Implementation of this program is subject to specific approp-        
          riations for such purpose. Therefore, the fiscal impact will         
          be limited to any amount that the General Assembly may approp-       
          riate for this initiative.
