Changes the date by which the Task Force is required to report its findings and recommendations to the General Assembly and the Governor from January 1, 2000 to June 30, 2000. Changes the date on which the Section creating the Task Force is repealed from January 2, 2000 to July 1, 2000. Effective immediately.
