Short description: 
PUBLIC AID-CHILD SUPPORT PAYMT                                             

Synopsis of Bill as introduced:
        Amends the Illinois Public Aid Code with respect to child support      
   enforcement.  Provides that if the State Disbursement  Unit  fails  to      
   disburse  a  support  payment  to  the  person entitled to the payment      
   within 2 business days, then  that  person  is  entitled  to  a  civil      
   penalty payment in addition to the support payment.  The amount of the      
   civil penalty payment shall be 2% of the amount of the delayed support      
   payment. Effective immediately.                                             
        HOUSE AMENDMENT NO. 1.                                                 
        Provides that a recipient of support payments is entitled  to  a       
   civil penalty payment if the State Disbursement Unit fails to disburse      
   a  support  payment  within  the  time  frame  prescribed  by  federal      
   guidelines (rather than within 2 business days).                            
        HOUSE AMENDMENT NO. 2.                                                 
        Replaces all of the  amendatory  provisions  concerning  a  civil      
   penalty payment for late disbursement of support payments by the State      
   Disbursement  Unit  with  substantially  similar provisions.  Provides      
   that the amount of the civil penalty payment shall be 2% of the amount      
   of the support payment for each 30-day period or fraction  of  such  a      
   period  that  the  support  payment  was not disbursed within the time      
   frame prescribed by  federal  guidelines.   Provides  that  the  civil      
   penalty  payment is to be paid from moneys allocated by the Department      
   of Public Aid for  the  operation  of  the  State  Disbursement  Unit.      
   Provides  that the State Disbursement Unit shall determine eligibility      
   for a  civil  penalty  payment  based  solely  on  whether  the  State      
   Disbursement  Unit  failed  to  disburse  a  support  payment  to  the      
   applicant  within  the  time  frame  prescribed by federal guidelines.      
   Provides that the civil penalty payment provisions  apply  to  support      
   payments  received  by the State Disbursement Unit on or after October      
   1, 1999 and apply only to support payments required to be processed by      
   the State Disbursement Unit.
