Short description: 
GAMING-BAN POST-DATE CHKS-ATM                                              

Synopsis of Bill as introduced:
        Amends the Illinois Horse Racing Act of 1975 and the Riverboat         
   Gambling  Act.  Provides  that  no person may conduct or authorize the      
   installation of automated teller machines, the cashing of a post-dated      
   check, the cashing of a welfare check, or the loaning of  money  to  a      
   person  on  the  grounds of the race track or the inter-track wagering      
   facility or inter-track wagering location facility of an  organization      
   licensee  under the Illinois Horse Racing Act of 1975 or the riverboat      
   or dock of an  owners  licensee  under  the  Riverboat  Gambling  Act.      
   Provides  that  a  violation  is  a  Class  B  misdemeanor.  Effective      
   immediately.                                                                
          FISCAL NOTE (Illinois Gaming Board)                                  
          There would likely be both immediate and long term reductions        
          in wagering and State revenue. Based on current figures, each        
          1% reduction in adjusted gross receipts would reduce wagering        
          tax revenue by approximately $4.5 million annually.

          There would be no corrections population or fiscal impact.

        HOUSE AMENDMENT NO. 1.                                                 
        Further amends the Illinois Horse Racing  Act  of  1975  and  the      
   Riverboat  Gambling  Act.   Removes  the  provisions  prohibiting  the      
   authorization   or   installation  of  automated  teller  machines  at      
   facilities  licensed  under  either  of  those  Acts.    Removes   the      
   provisions prohibiting a licensee under either of those Acts or a bank      
   from  loaning  money  to  a  person  at  a licensed facility.  Changes      
   "welfare check" to "State or municipal government check".

          HB 2884, as amended by H-am 1, would have virtually no fiscal        
          impact on Illinois Racing Board revenues.

          HB 2884, (H-am 1) would not have a fiscal impact on the State.       
          FISCAL NOTE, H-AM 2, 3 (Illinois Gaming Board)                       
          HB 2884, as amended, would potentially reduce the amount             
          wagered and the amount of gaming tax revenue taken by the            
          State. The magnitude of this reduction is impossible to pre-         
          dict. Based on current figures, each 1% reduction in adjusted        
          gross receipts would reduce annual wagering tax revenue by           
          approximately $4.5 million.

          Adds reference to:

        Amends the Bingo License and Tax Act.  Deletes the provision           
   restricting  management  or  operation  of  bingo  games  to bona fide      
   members of the sponsoring organization and bona  fide  members  of  an      
   auxiliary organization.                                                     
        SENATE AMENDMENT NO. 2.                                                
          Deletes reference to:                                                
          230 ILCS 5/34.2 new                                                  
          230 ILCS 10/13.2 new                                                 
          230 ILCS 10/18                                                       
        Deletes the provisions amending the Illinois Horse Racing Act  of      
   1975 and the Riverboat Gambling Act.
