Short description: 
LIVESTOCK-HEALTH ISSUES                                                    

Synopsis of Bill as introduced:
        Amends the Civil Administrative Code of Illinois.  Increases  the      
   number of members on the Board of Agricultural Advisors from 24 to 25.      
   Provides  that  one  member shall be the Director of Natural Resources      
   and one member shall be a representative  of  deer  or  elk  breeders.      
   Removes the requirement that one of the members be a representative of      
   the  public  stockyards.   Amends  the  Livestock  Auction Market Law.      
   Changes the definition of "marketing  center".   Amends  the  Illinois      
   Livestock  Dealer  Licensing  Act.   Requires  a  licensee to maintain      
   certain health certificates.  Amends the Illinois  Bovine  Brucellosis      
   Eradication  Act.   Changes  the  definition  of  "public stockyards".      
   Removes the requirement that cattle shipped from  a  public  stockyard      
   within  the  State  be  accompanied  by  certain  health certificates.      
   Amends the Illinois Bovidae and Cervidae Tuberculosis Eradication Act.      
   Defines the terms "auction market" and "marketing center".  Amends the      
   Illinois Diseased Animals Act. Defines the term "exposed to". Makes         
   changes concerning animal quarantines. Amends the Swine Brucellosis         
   Eradication Act.  Provides that the test for the  intrastate  movement      
   of swine may be conducted at a marketing center that has been approved      
   by  the  U.S. Department of Agriculture and removes the provision that      
   it may be conducted  at  a  livestock  auction  market.   Repeals  the      
   Livestock Record Act.                                                       
        HOUSE AMENDMENT NO. 1.                                                 
        Further amends the Illinois Diseased Animals Act.  Provides  that      
   if  the  Department  determines  that an animal has been exposed to or      
   infected with a  contagious  or  infectious  disease  and  has  to  be      
   destroyed,  the  owner or the Department shall destroy the animal in a      
   humane manner rather than in accordance with the Animal Control Act.
