Synopsis of Bill as introduced:
        Amends the Illinois Public Aid Code.  Makes a stylistic change in      
   provisions concerning references to the 1949 Code, which preceded this      
   Code.

        Deletes everything.  Amends the Illinois  Public  Aid  Code,  the      
   Clerks  of  Courts  Act,  the  Illinois  Marriage  and  Dissolution of      
   Marriage Act, the Uniform  Interstate  Family  Support  Act,  and  the      
   Illinois  Parentage  Act of 1984. Specifies the cases in which support      
   payments are to be  made to the State Disbursement Unit and  those  in      
   which  support  payments are to be made to the circuit clerk. Requires      
   support payments to be made to the State Disbursement Unit if no party      
   to the order  for  support  is  receiving  child  and  spouse  support      
   services  from  the  Department of Public Aid and the support payments      
   are being made through income withholding.   (Deletes  the  additional      
   condition  that  the  order  for  support must have been entered after      
   January 1, 1994.) Requires circuit clerks to send notice  to  obligors      
   if  no  party  to  the order for support is receiving child and spouse      
   support services and the support payments are to be made to the  clerk      
   or  the  obligee.  After  June  30,  2000,  in  cases in which support      
   payments must be made to the State  Disbursement  Unit,  requires  the      
   circuit  clerk to retain $5 of the $36 annual child support collection      
   fee and transmit the remaining $31 to the State Treasurer for  deposit      
   into  the  Child  Support Enforcement Trust Fund for use in offsetting      
   the cost of  establishing  the  State  Disbursement  Unit.   Effective      
   immediately.                                                                
        SENATE AMENDMENT NO. 3.                                                
          Adds reference to:

    Amends the Illinois Public Aid Code and the  Income  Withholding  for      
   Support  Act.   Requires  the  Director  of Public Aid to establish an      
   Electronic Funds Transfer Committee within the  Department  of  Public      
   Aid.  Requires the committee to study ways to modify or expand the use      
   of  electronic  funds  transfers  for the payment of child support and      
   report its findings  and  recommendations  to  the  Governor  and  the      
   General  Assembly  before  December 1, 2001.  Provides that after June      
   30, 2000, every payor  that  has  250  or  more  employees  shall  use      
   electronic  funds transfer to pay all amounts withheld for the payment      
   of child  support  under  the  Income  Withholding  for  Support  Act.      
   Provides  that  during  the year 2001 and during each year thereafter,      
   every payor that has fewer than 250 employees and that withheld income      
   for the payment of  child  support  pursuant  to  10  or  more  income      
   withholding  notices  during  December of the preceding year shall use      
   electronic funds  transfer  to  pay  all  amounts  withheld  for  that      
   purpose.                                                                    
        SENATE AMENDMENT NO. 5.

        Deletes provisions concerning the annual support  collection  fee      
   charged by circuit clerks.                                                  
        CONFERENCE COMMITTEE REPORT NO. 1.                                     
        Recommends that the House concur in S-ams 2, 3 and 5.                  
        Further amends the Illinois Public Aid provisions concerning the       
   State Disbursement Unit and the collection and disbursement of child        
   support payments. Provides that the Department of Public Aid shall          
   conduct regional training and education seminars for circuit clerks by      
   February 1, 2000 (rather than immediately). Provides that the Depart-       
   ment shall conduct similar seminars for payors by March 1, 2000.
