ACCESS TO COLLEGE EDUCATION                                                

Synopsis of Bill as introduced:
        Creates the Access to College Education Act and amends the  Board      
   of  Higher  Education  Act.   Prohibits  a  tuition rate increase at a      
   public university that exceeds the annual cost  of  living  index,  as      
   determined by the U.S. Department of Agriculture, without approval and      
   a supplemental appropriation (for the amount proposed that exceeds the      
   annual   cost   of   living)   by  the  General  Assembly.   Effective      
   immediately.
