Permits the juvenile court judge, upon motion of the State's Attorney, to order adult criminal prosecution of a minor who was at least 12 years of age (now 13) at the time of the commission of the offense. Amends the Criminal Code of 1961. Lowers the minimum age of criminal liability from 13 to 12 years of age.
