Amends the Illinois Public Aid Code. Renames the Public Assistance Recoveries Trust Fund and limits its use to the Department of Public Aid. Directs transfer of $5,000,000 from the Public Aid Recoveries Trust Fund (formerly the Public Assistance Recoveries Trust Fund) into the DHS Recoveries Trust Fund. Allows hospitals to assume expenses for certain health care programs administered by the Illinois Department. Amends the State Finance Act to provide for deposit of certain moneys received from the federal government into the Special Education Medicaid Matching Fund. Makes other changes. Amends the School Code to increase the supplemental general State aid grant for certain school districts. Also allows local education agencies to claim federal funds for the services provided to special education students enrolled in the Children's Health Insurance Program. Amends the Children's Health Insurance Program Act to allow the use of non-GRF funds. Effective July 1, 1999.
