Increases certain penalties and fines for violations concerning a resident of a long-term care facility and for criminal neglect of an elderly or disabled person. Deletes the provision that the term "caregiver" does not include a long-term care facility licensed or certified under the Nursing Home Care Act, any personnel at such a facility, or a health care provider who is licensed under the Medical Practice Act of 1987 and renders care in the ordinary course of his profession for the purpose of the Section concerning criminal neglect of an elderly or disabled person. Effective immediately.
