Short description: 
MEDICAID-NURSG HOME PAYMTS-FEE                                             

Synopsis of Bill as introduced:
        Amends the "Medicaid" Article of the Illinois  Public  Aid  Code.      
   With  respect to standards of payment for nursing homes, provides that      
   for those facilities with rates less than the actual,  audited  costs,      
   rates  established  on July 1, 1999 shall be increased to no less than      
   the lower of the average costs in the facility's  geographic  area  as      
   defined  by  the  Department  of  Public  Aid or the facility's actual      
   audited, adjusted costs.  Provides that in no case shall a  facility's      
   July  1,  1999  rate  be less than its July 1, 1998 rate.  Repeals the      
   "Nursing  Home  License  Fee"  Article   of   the   Code.    Effective      
   immediately.                                                                
          FISCAL NOTE (Department of Public Aid)                               
          Total cost would be $158 million (Assessment Program, $109           
          million and rate increases, $49 million).
