Grants a credit against the tax imposed by the Act in the amount of the fair market value, as determined by the Department of Agriculture, of a conservation easement granted by the taxpayer under Article II of the Illinois Conservation Enhancement Act. Allows an excess credit to be carried forward to the tax liability of a succeeding taxable year. Exempts the credit from the Act's sunset requirement. Effective immediately.
