Short description: 
UNIVERSAL HEALTH CARE PLAN ACT                                             

Synopsis of Bill as introduced:
        Creates the Universal Health Care Plan Act.   Provides  that  the      
   State  of  Illinois  shall implement a universal health care plan that      
   provides universal access to a full range of  preventive,  acute,  and      
   long-term  health  care  services.   Establishes the Bipartisan Health      
   Care Reform Commission with members  appointed  by  the  Governor  and      
   legislative leaders.  Provides for public hearings and a report by the      
   Commission.  Requires  a  preliminary  report by January 1, 2000 and a      
   final report by January 1, 2003. Effective immediately.

          Estimates are impossible to determine due to lack of specifi-        
          city; past estimates of a Canadian system exceeded $40 billion,      
          which would be partially offset by existing health care costs.
