Short description:
HOUSING AUTH-WAGE DEDUCTIONS

Synopsis of Bill as introduced:
Amends the Illinois Wage Payment and Collection Act. Makes an
exception to the prohibition against an employer deducting an
employee's wages if the deduction is made at the request of a housing
authority in a municipality with a population of 500,000 or more to
pay a debt owed by the employee to the housing authority, provided
that the amount deducted from any one salary or wage payment shall not
exceed 25% of the net amount of the payment and that the housing
authority certifies that the employee has been afforded an opportunity
for a hearing to dispute the debt that is due and owing the housing
authority. Amends the definitions of "net amount" and "debt due and
owing" to also apply to a housing authority in a municipality with a
population of 500,000 or more. Effective immediately.
        SENATE AMENDMENT NO. 1.
Deletes everything. Amends the Illinois Wage Payment and
Collection Act. Adds a housing authority in a municipality with a
population of 500,000 or more to the list of those entities authorized
to withhold the wages of employees who owe a debt to a municipality
with a population of 500,000 or more. Provides that a housing
authority in a municipality with a population of 500,000 or more may
withhold the wages of its employees and that a municipality with a
population of 500,000 or more may withhold the wages of its employees
to pay a debt owed by the employee to a housing authority in a
municipality with a population of 500,000 or more rather than
authorizing any employer to withhold the wages of its employees at the
request of such housing authority as provided in the bill as
   introduced. Effective immediately.
